Service HTML: Issue With Long Note Details - Exception ORA-22835 Buffer Too Small for CLOB to CHAR (Doc ID 2043088.1)

Symptoms

When changing the SR Details to look at Detail instead of Summary, users receive a Java error message.

For instance -
The user pasted an email thread into a Note and the length is over 4000 characters.
When they go to view the details of the Note, the error occurs.

The system allows to paste over 4000 characters into the Notes field, however there is an error when reviewing the text.
Same error occurs when changing the chronological order to 'Reverse Chronology'.

java.sql.SQLException: ORA-22835: Buffer too small for CLOB to CHAR or BLOB to RAW conversion (actual: 9881, maximum: 4000)

What is Working:

- Summary is working
- The Note Details can be seen without problems from TeleService
  (Service Request form > Workbench tab > Notes region)

Steps:

The issue can be reproduced at will with the following steps:
> The user pasted an email thread into a note.  The email thread is over 4000 characters.
> Open a service request and scroll down to the SR Details section.
> Change the format from Summary to Detail and press the go button.
> Receive an unexpected error message.
> Press the click here for exception details.
