Hidden Parameters Not Passed Via Schedule Request Page (Doc ID 2044259.1)

Symptoms

After the application of patch 9973226 "Release 12.1 Concurrent Processing RUP1 Patchset" and patch 20532857 "FND Recommended Patch Collection (2/2015)", custom concurrent programs of the execution method "Host", with hidden parameters, started failing with the following error message:  
 
 <parameter value> not found
 Program exited with status 2
 
However, the concurrent programs fail only when submitted via the Framework based Schedule Request page (CPProgramPG). When submitted via the Oracle Forms based Submit Request Form (FNDRSRUN) the request completes successfully.
 
The same symptom is reproducible with the EBS seeded program "CP Host Regression Test"
