Rate Inquiry Returns Rates Even Though Commodity Weight Exceeds Equipment Group Profile Weight On Rate Offering (Doc ID 2044402.1)

Symptoms

When performing a Rate Inquiry Find "Rate" with a Commodity Weight set higher than the Rate Offering Equipment Group Profile Weight, rates are returned even though the Commodity Weight exceeds the Rate Offering Weight.

The expected result would be that rates would not be returned when they exceed the weight on the Rate Offering.
