Symptoms


The Oracle Transportation Management (OTM)Application tries to plan order with cheapest service provider rates even though capacity is not available. If the  2nd cheapest Service Provider is provided as a constraint , order then gets planned with that as expected. Expectation is that the application should pick up the capacity available service provider without having to provifde the constraint
