Symptoms

On : 12.1.2 version, Costing Transaction Errors

When attempting to transfer material transactions related to Oracle Projects
the following error occurs.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create material transactions
2. Launch cost manager that spawns associated cost worker
3. View material transactions for errors
4. Run cost collector process to transfer transactions to Oracle Projects
