Symptoms

On : 12.1 HRMS RUP7 version, US HR Statutory Reporting

When running the EEO4 (XML) report those employees that are of the emp category of ' FTT employees' are not being picked up in the report.

Steps to Reproduce:
The issue can be reproduced at will with the following steps:

1. Log into a HRMS Manager responsibility
2. Run the EEO4 (XML) report
3. Checked the over all employee count and noticed that the report is not counting employees that are 'FTT employees'
