Symptoms

When attempting to open SOE Report, the following error occurs.

ERROR

The assignment action id is invalid (non numeric)


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Go to HRMS Manager Responsibility
2. Go to People Enter and Maintain
3. Assignment-->Others--SOE report
