Requisition Can Be Approved For Plan Item Without Populating Need_by_date (Doc ID 2052242.1)

Symptoms

When an item is planned, the  need_by_date column is required. However,  on core requisition forms, a purchase requisition (PR) can be approved for plan item without need_by_date populated on the form.

Steps To Reproduce

NOTE: In the images below and/or the attached document, user details / company name / address / email / telephone number represent a fictitious sample (based upon made up data used in the Oracle Demo Vision instance).  Any similarity to actual persons, living or dead, is purely coincidental and not intended in any manner.

1. Create an item in  master organization  V1 as not planned
    Navigate > Items > Master Items
     Tab: MPS/MRP Planning,   see Planning Method = unplanned
2. Assign item to inventory organization M1. Then make item planned on M1 organization
    Navigate > Items > Master Items
    Tab: MPS/MRP Planning,   see Planning Method= MRP/MPP Planned
3. Create a PR from requisition form, choosing the plan item first.
    Navigate > Requisitions > Requisition
    a. Enter line 1 information, see Need-By is not required (white background).
    b.  At the page bottom section of form, change the ship to org (Field 'Location') from V1 to M1. 
    c.  At this point, the need_by_date field is a mandatory field and it should be changed to yellow (mandatory).
         but the behavior at the form is the need_by_date field will not change from white (optional) to yellow (mandatory).
         It is  still an optional field, so user can approve the PR without  populating the need_by_date.
