Unable To Baseline Time-phased Revenue Budgets Using Public API Pa_agreement_pub.create_baseline_budget (Doc ID 2053490.1)

Trying to baseline the funding and distribute the amounts equally among the PA periods ,

1. With option "Baseline funding without budget" enabled and when using the forms to baseline the funding , the funding got succesfully baselined and amounts got equally distributed among PA periods

2. But when using the API to achieve this functionality with time-phased revenue budgets, pa_agreement_pub.create_baseline_budget API ,it is throwing the following exception while trying to baseline budget
“FND_AS_UNEXPECTED_ERROR N PKG_NAME PA_FIN_PLAN_UTILS PROCEDURE_NAME create_draft_budget_wrp ERROR_TEXT User-Defined Exception“

On further analysis, it is observed that the API is failing in PA_BUDGET_PUB.CREATE_DRAFT_BUDGET
and the ERROR is:
