Additional Tax Information Button Is Greyed Out When Viewing Tax Information in iProcurement and Buyer Work Center (Doc ID 2053513.1)

Symptoms

ACTUAL BEHAVIOR
Additional Tax Information button is greyed out when viewing Tax Information in iProcurement (IP) and Buyer Work Center (BWC)
It was working before applying Patch 21198991: Oracle Procurement Rollup patch (March 2015).

EXPECTED BEHAVIOR
Additional Tax Information button should be enabled to view Tax Info in iP and BWC.

STEPS TO REPRODUCE
The issue can be reproduced at will with the following steps:
1. Go to BWC or iProcurement
2. Create PR - Purchase Requisition -> Enter Tax Classification Code and other details, and Submit
3. Navigate to Home page, and see the requisition is in In Process status
4. Open the PR -> Click Additional Information link -> Click Tax Information
- See the Additional Tax Information button is greyed out
