Problem Statement:
The following error occurs when applying hrglobal.drv with downtime mode after applying the patch:19193000(BASE) on R12.2 from upgrading R11i.

Steps to Reproduce:
The issue can be reproduced at will with the following steps:
- Upgrade from R11i to R12.2
- Apply the patch:19193000 with downtime mode
- Run DataInstall
- Apply hrglobal.drv with downtime mode
