Contract Stuck In Workflow

On : 12.1.3 version, Service contract Renewals

When attempting to renew contract and submit for approval
the following error occurs.

 "Internal Approval Failed"

The issue can be reproduced at will with the following steps:
1. Renew original Contract
2. submit contract for approval
3. Contract Status changes to "Internal Approval Failed"
4. If contract is copied prior to submitting for approval the copied contract is approved as expected

The issue has the following business impact:
Due to this issue, users cannot renew original contracts as expected
