Symptoms

The Funds Accrual Engine concurrent program errors when the parameters for Run Budget Utilization for Adjusted Offer and Run Budget Utilization for Volume Offer are set to Yes.
This is because when the concurrent program is launched there are no active backdated offer adjustments to be processed.

ERROR
-----------------------

This request finished with an error and produced the following completion message: The concurrent program for your concurrent request exited to wait, but has no pending child requests to wait for. Routine AFPPRC received a return code of failure.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:

Oracle Trade Management Administrator
Concurrent Requests > Run
Submit single request
select Funds Accrual Engine
select yes for the Parameters:
Run Budget Utilization for Adjusted Offer
Run Budget Utilization for Volume Offer
