E-Business Suite R12 Applications Object Library, Basic System Administration FNDLOAD related issues

To resolve the errors received running the below FNDLOAD command for file afscursp.lct below:

FNDLOAD apps/ 0 Y DOWNLOAD $FND_TOP/patch/115/import/afscursp.lct resp.ldt FND_RESPONSIBILITY APPLICATION_SHORT_NAME=ICX RESP_KEY=TEST_KEY

Log file shows the following error:

A syntax error occurred at line 797 in file /a01/oracle/apps/apps_st/appl/fnd/12.0.0/patch/115/import/afscursp.lct
A configuration item was expected
