Symptoms
When sending in a Quote XML to OTM that includes both buy side and sell side cost options, OTM creates a Quote but only showing the sell side shipment in cost option tab and not showing the buy side shipment in cost option tab.
Also the SOURCE_LOCATION_GID and DEST_LOCATION_GID are null in the QUOTE_COST_OPTION_SHIPMENT table.
