Can Not Open .msg Attachment From Self Service Page After IE11 Upgrade

After upgrading the Browser to IE 11, attachments with file type of  .msg cannot open from self service pages

The attachment is not using outlook to open the msg file.

The same .msg attachment is working fine using oracle forms like AP Invoice attachment.
