PCMiler Returning a 0 Distance Instead of a Distance of -1 to OTM (Doc ID 2062480.1)

Symptoms

PC Miler is returing 0 distance for two specific locations and customer expects to see a -1 returned from PCMiler instead of 0 distance returned to OTM. When PCMiler returns a distance of -1 OTM will spawn an exception however with 0 the error in OTM doesn't get created.
