Can budgetary control/funds check and budget integration be used in Project Management since financial plans do not have the budgetary control functionality?

Conversely can the "UPG: Upgrade Budget Types and Budget Versions" process be used to upgrade existing forms-based budgets to financial plans if budget integration exists?
