After Applying Patch 15900099 Concurrent Managers Are Not Starting Up (Doc ID 2065529.1)

Symptoms

After applying the patch 15900099 Concurrent Managers are not starting up.
Internal Concurrent Manager (ICM) holds TX lock on a lot of rows in FND_CONCURRENT_PROCESSES table.
Many standard managers are waiting for "enq: TX - row lock contention" held by ICM.

High row lock contention on FND_CONCURRENT_PROCESSES between the ICM and other managers.

Error message:
The Service Manager has been unable to verify its environment and create its log file.
