Symptoms
After applying <Patch 15900099> , Concurrent Managers are not starting up.
Internal Concurrent Manager (ICM) holds TX lock on a lot of rows in FND_CONCURRENT_PROCESSES table.
Many standard managers are waiting for "enq: TX - row lock contention" held by ICM.
High row lock contention on FND_CONCURRENT_PROCESSES between the ICM and other managers.
Error message dsplayed:
The Service Manager has been unable to verify its environment and create its log file.
