Unassigning Order from Shipment Changes Service Provider Although "Service Provider Fixed" Flag is Checked (Doc ID 2066297.1)

Symptoms

Multiple orders are planned onto a shipment. The shipment is edited to check the "Service Provider Fixed" flag. When one of the Orders is unassigned from the shipment, this causes a shipment redrive where the Rate and Service Provider is changing for the shiment.

Since the "Service Provider Fixed" flag is checked, the service provider is not expected to change.
