Mexico Hrglobal Fails On Paymxdefbal.ldt ORA-20001: You Cannot Set The SAVE_RUN_BALANCE Flag To 'N' Or Null Whilst V (Doc ID 2066439.1)

On : 12.1.3 version, Payroll - General

When attempting to apply the hrglobal for Mexican HRMS, the following error occurs.

Uploading from the data file /ttok1i/applmgr/1200/pay/12.0.0/patch/115/import/US/loc_mx/paymxdefbal.ldt
Altering database NLS_LANGUAGE environment to AMERICAN
Dumping from LCT/LDT files (/ttok1i/applmgr/1200/pay/12.0.0/patch/115/import/paydefbalance.lct, /ttok1i/applmgr/1200/pay/12.0.0/patch/115/import/US/loc_mx/paymxdefbal.ldt) to staging tables
Dumping LCT file /ttok1i/applmgr/1200/pay/12.0.0/patch/115/import/paydefbalance.lct into FND_SEED_STAGE_CONFIG
Dumping LDT file /ttok1i/applmgr/1200/pay/12.0.0/patch/115/import/US/loc_mx/paymxdefbal.ldt into FND_SEED_STAGE_ENTITY
Dumped the batch (DEFINED_BALANCES MX Additional Quota EE Assignment Inception To Date , DEFINED_BALANCES MX Year End ISR Exempt for Vacation Premium Person Year To Date ) into FND_SEED_STAGE_ENTITY
Dumped the batch (DEFINED_BALANCES MX Year End ISR Exempt for Worker Contribution paid by ER Person Year To Date , DEFINED_BALANCES MX Earnings for State Tax ) into FND_SEED_STAGE_ENTITY
Uploading from staging tables
 Error loading seed data for DEFINED_BALANCES: LEGISLATION_CODE = MX, BALANCE_NAME = Social Security Quota Fixed IDW, BALANCE_DIMENSION = Assignment Run, ORA-20001: You cannot set the SAVE_RUN_BALANCE flag to 'N' or Null whilst valid run balances exist for the defined balance.
ORA-06512: at "APPS.HR_UTILITY", line 939
ORA-04088: error during execution of trigger 'APPS.PAY_DEFINED_BALANCES_BRU'

The issue can be reproduced at will with the following steps:
1. Apply required patch
2. Run datainstall, choose required legislations
3. Apply hrglobal.drv

The issue has the following business impact:
Due to this issue, users cannot complete their patching.
