End Dated Element is Processed in Regular Payroll Process, but not Processed in QuickPay

This note provides a brief overview of bug:21158554.
QuickPay Run and Payroll Process calculations are different. End dated element during the pay period . Element is NOT processed in the QuickPay but processed in regular Payroll Process.
Steps to Reproduce:
The issue can be reproduced at will with the following steps:
- End-date an element entry
- Run the QuickPay for the period in which the element was end-dated. Element is not processed in the Quickpay.
- Rollback the QuickPay.
- Run the Payroll Process for the same period. Element is properly processed.
