Buyer is Inactive but Purchase Requisitions Are Being Created For Inactive Buyer (Doc ID 2066980.1)

Goal

When user raise a PR in iProcurement it suggests buyer in "Suggested Buyer" field. Buyer in latest Blanket Purchase Agreement is inactive, and system is picking that inactive buyer in "Suggested Buyer" field.
Is this standard behavior?

System allows to create the PR with wrong Buyer, but would error when trying to approve PO auto-created with this PR as "Buyer is invalid"
