Upload Tax Book Interface Not Processing Data From Interface Table
The issue can be reproduced at will with the following steps:
1. Populate data to fa_tax_interface
2. Run the Upload Tax Book Interface concurrent
Once the concurrent is run, no data is processed and request log looks like this:
APP-OFA-48208: entering has the value of if h_mesg_count > 1.
APP-OFA-48208: entering has the value of call to delete_msg.
Number of successes: 0
Number of failures: 0
Program Tax Upload Interface completed successfully
