Symptoms

Credit Card Authorization error message is misleading for users after applying patch 18053306.  Before patch 18053306 , the users would see the generic Communication Error message when connection failed during credit card authorization.

After patch 18053306 the Communication Error not displayed for timeout / connection issues for the Receivables transactions. This is causing confusion to the users.

of ORA-6502: PL/SQL: numeric or value error: NULL
index table key value in Package IBY_FNDCPT_TRXN_PUB
Procedure Create_Authorization. Authorization of credit card
transaction failed

The log correctly show COMMUNICATION_ERROR, and that is what AR user is
expecting to see to know there was a connection problem.

The issue can be reproduced at will with the following steps:
1. Receivables Manager
2. Transactions
3. Try to process credit card payment
