When Editing Trade Transaction Line, Quantity UOM Does Not Show Any Option (Doc ID 2071502.1)

Symptoms

Navigate to any existing Trade Transaction Line, click on pencil button behind any existing quantity, there is no UOM option available.
The existing quantity data are supposed to be active in the edit fields.

The issue can be reproduced at will with the following steps:
