On : 12.2.4 version, Budgeting & Forecasting

UPG: Upgrade Budget Types and Budget Versions fails

Running Upgrade process for Budget Types fails with

MSG-01111: Unexpected Error ORA-01086: savepoint 'PA_FP_UPGRADE_PKG' never established in this session or is invalid
ORA-06512: at "APPS.PA_FP_UPGRADE_PKG", line 1323
ORA-06502: PL/SQL: numeric or value error
REP-1419: 'afterreport': PL/SQL program aborted.

Known issue: Doc Id 1486753.1. One-off patch available for 12.1.3.
However, the note is not applicable to 12.2.
