The Order of Accessorial Cost Calculations are Unexpected

Symptoms
A Rate Offering is associated to two Accessorials. One of the Accessorials is configured with a percentage Rate Basis of: "Shipment Total Cost Including Fixed Cost". The other Accessorial is simply a Fixed Cost (for example).
When this Rate is used to plan a shipment, it is expected that the value used to calculate the percentage for the accessorial include sum of the Base Cost and the fixed Accessorial. Instead, the percentage is calculated only from the base cost value.
For example,
Base Cost: $500/shipment
Accessorial 1 (Fixed): $35/shipment
Accessorial 2 (Percent): 5% of Shipment Total Cost Including Fixed Cost
When the shipment is planned, it includes the following costs:
Base Cost: $500
Accessorial 1: $35
Accessorial 2: $25 (which is 5% of 500) - instead it was expected to be 5% of $535 = $26.75
