Ground Service Built Shipments Are Not Planning Pickup And DropOff At The Same Stop (Doc ID 2074108.1)

Unable to plan shipments with a Pickup and Dropoff at the same stop when using Ground Service.

STEPS

Multistop Logic Configuration Parameters MULTISTOP ALLOW PICKUP AND DROPOFF AT SAME STOP = TRUE

(Because we want one stop per location in a shipment even if it is carrying out both drop off and pickup)

We have a Ground Service set up as follows:
Stop 1 - Location A (Pickup and drop off ticked)
Stop 2 - Location B (Pickup and drop off ticked)
Stop 3 - Location C (Pickup and drop off ticked)

Itineraries we have can be multileg, therefore Itinerary header tab does not have Multistop ticked but Leg is set to MULTI STOP INTO ONE EQUIP

Orders:
Order One from Location A to B
Order Two from Location B to C

Expected Shipment is:
Stop 1 - Pickup Order One
Stop 2 - Dropoff Order One and pick up Order Two
Stop 3 - Dropoff Order Two
 
The result of Bulk Planning is two separate Shipments:
Shipment one is Location A to Location B
Shipment two is Location B to Location C
