Symptoms
When running frmbld.sh or frmbld, both fail with error:
-sh-3.2$ $dir=<ORACLE_HOME>/bin/frmbld.sh
FRM-91111: Internal Error: window system startup failure.
FRM-10039: Unable to start up the Form Builder.
