Symptoms

When clicking the View On-Hand Balances in the Tools Menu in the Bills of Material form (BOMFDBOM), the following error occurs.

Function not available to this responsibility. Change responsibilities or contact your System Administrator.

Steps to Reproduce
1. Navigate to Bills of Materials Responsibility > Bills > Bills
2. Query a bill of materials
3. Click Tools > View On-Hand Balances
