Cannot receive PO in LCM records in LC_PENDING in rcv_transactions_interface

On : 12.1.3 version, Onhand and Availability
Purchase order already received , but the on Hand not updated and items are pending in Transaction Status Summary Form , and in receiving form it appear with Q = 0, and in rcv_transactions_interface those records has status code LC_PENDING
