There are large volume of historic Incomplete BR_CREATE events that are preventing period close
Non postable records in AR_TRANSACTION_HISTORY_ALL are having event stamped.

Analysis:
=======
Event_id is incorrectly stamped for Non postable records in TH records in the
AR_TRANSACTION_HISTORY_ALL Table.

Fix Approach:
============
1. Event_id has to be made null.
2. Orphan events have to be deleted.
