Symptoms
The PRC: Distribute Labor Costs process shows the following error in the log file even though the process completes successfully:

The issue can be reproduced at will with the following steps:
1. Run the PRC: Distribute Labor Costs wide open.
2. Process completed with error:
ORA-01403: no data found
ORACLE error occurred while closing cursor
