Sales Order (SO) Pick transaction type doesn't allow allocation

SO is Booked and then when we try to Release the Sales order from Shipping transaction form we get the Move order number. Now when we try to allocate the Lot in the Move order by clicking on VIEW/UPDATE Allocations we get error i.e. No allocations exist for this Move Order line.

When we Release the SO from Release Sales Order form we are able to enter the Lot details by clicking on View/Update Allocations.
