Excel Outp Date Format Display Does Not Pick Up Formatting From RTF Template (Doc ID 2089844.1)

Goal

When a BiP concurrent program report has PDF output displays the date format as indicated in the rtf template formatting, but when the output is Excel the date is always displayed format YY-MOM
while the Excel format has it as YY-MOM. Can the Excel version be displayed as MOM-YY and how?
