ACTUAL BEHAVIOR
---------------
Layout field is not populated in the 'Upon Completion' region of form FNDRSRUN.

The Layout is not being populated for the Create Accounting program, but it is populated correctly when run manually (see attached screenshots).


EXPECTED BEHAVIOR
-----------------------
Expect the default LAYOUT to be populated in the Upon Completion options.

The issue can be reproduced via the following steps:

The syntax being used for the CONCSUB submission is:
CONCSUB username/password "Responsibility application shortname" Program Name ORG_ID="<ORG_ID>" '"200"' '"200"' '"Y"' '"1001"' '""' '""' '"Y"' '"Y"' '"F"' '"Y"' '"N"' '"D"' '"Y"' '"Y"' '"Y"' '""' '""' '"N"' '""' '""' '"<Responsibility>"' '"<Responsibility>"' '"<Parameter>"' '""' '"Yes"' '"Final"' '"No"' '"Detail"' '"Yes"' '"Yes"' '"No"' '""' '""' '""' '""' '""' '""' '""' '""' '"N"' '"No"' '"N"' '"8979"' '"N"' '"Y"' '"Yes"'

The same parameters are used for the manual submission (ie through the application front end).
