Removed Constraint Still Enforced on "Select and Change Service Provider" Action

Symptoms
When having a Rate Record Constraint on Order Release at planning, even if the Constraint is removed after planning, the Action 'Select and Change Service Provider' is not modifying the initial Service Provider.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Plan a shipment where the Order initially had a constraint
2. Update the Order to remove the constraint
3. Search for the shipment
4. Select it and go to Actions, Shipment Management, Change Service Provider, Select and Change Service Provider
The Service Provider should be changed accordingly.
