Move Any LPN Failing With Error LPN Is Locked By Another User (Doc ID 2095429.1)

In Oracle Warehouse Management, Move Any LPN failed with following error

ERROR
--------
LPN is currently locked by User1 and only user1 can putaway this LPN

This happens when the LPN was tried to drop but cancelled by another user. If User2 scans the same LPN again on Move any LPN page and again F2's out.
Then User3 is allowed to execute move any LPN successfully.  Similarly, unload by User1 does the same.

STEPS
--------
1. User1 performs a receipt into LPN1 in receiving sub/locator
2. User2 , using move any LPN, scans LPN1 gets the suggested drop location, but F2s out without confirming
3. User3 picks up the same LPN1 , using move any LPN, gets and error message: LPN is currently locked by USer1 and only user1 can putaway this LPN.
