Not Able to Create Local ASL Using PO_ASL_API_PUB API and Process_status Is 'Pending' (Doc ID 2096115.1)

Symptoms

Problem Statement
  When attempting to use po_asl_api_pub.create_update_asl to create a ASL, it cannot create it and does not throw any error messages.
  The Return Status = 'S' and status = 'Pending'

Error
  In The FND log, can find the following error
  PO_ASL_API_PVT.process : when others exception at 0;ORA-01400: Cannot Insert Null Into ("PO"."PO_APPROVED_SUPPLIER_LIST"."USING_ORGANIZATION_ID")

Steps to Reproduce

  1. Use po_asl_api_pub.create_update_asl API with Global_flag = 'N' to create an ASL.
  2. Not able to create the ASL. Can find the above error in the FND log.
