Not Able to See Document Type Attachments Unless Choosing Include Related Documents (Doc ID 2096245.1)

Symptoms

Actual:
Users are not able to see the DOCUMENT Type attachment in the purchase order (PO) header.
They can see it when we are creating a PO in our old R12.0.6 Instance but not in the Upgraded R12.1.3 Instance.

Expected:
Expect attachments type: Document and files from R12.0.6 instance and attached to purchase orders created on R12.0.6
to be visible after upgrade to R12.1.3 instance.

Replication Steps:
The issue can be reproduced at will with the following steps:
1. On R12.0.6 have attachment type: document and purchase orders
2. Upgrade to R12.1.3
3. Open upgrade purchase order, go to attachments
  Do not see Document files.

This issue/ workaround has also been observed with upgrade from R11.5.10 to R12.2.4
