Supplier Registration for one supplier is stuck at Pending Approval after buyer sent pre-qualification assessment request and supplier responded to the request.

STEPS TO REPRODUCE
1. Create Negotiation with new prospective supplier
2. As the prospective supplier respond and submit
3. Receive the response and approve by two approvers in one side of the parallel approval path
4. As the approver in the other side of the parallel approval path, send pre-qualification assessment request (SLCM)
5. As prospective supplier submit the response and see the assessment gets closed
