No Response Clicking on "Ship Unit" Button on Copied Freight Forwarding Manager Layout

Symptoms
A New Freight Forwarding Manger Layout is created (by copying from seeded public layout) and a few fields like 'Use as a Template, Template Type & Location Name' are deleted. This new manager layout is used to create a new Freight Forwarding record. When the data in the Order Release tab are entered and ship unit button is clicked, there is no response
STEPS
--------
The issue can be reproduced at will with the following steps:
1. Config & Admin->User Config->Manager Layout->Freight Forwarding->Copy Manager Layout
2. Update the Order Release tab in the new layout and click on Ship Unit
