R12 E-Business Suite Restricting Multiple Internet Explorer 11 Sessions Fails And Accessing Workflow Notifications Display Error "Cannot Display Page You cannot complete this task because one of the following events caused a loss of page data"

E-Business Suite 12.1.3 Applications Technology Stack, SSO /OID Technology issues
The system has been setup to restrict multiple sessions as per <Note 375403.1>.
It works from Internet Explorer 10 but not from IE11. A user can open multiple sessions when logged in from IE11.
Followed <Note 389422.1> - R12: Recommended Browsers for Oracle E-Business Suite and applied all IE11 patches below:

<Patch 18936791> :R12.FWK.B.delta.4
The following patches may also have been applied:

Afterwards opening an email notification with multiple sessions in IE11, the following error is displayed in the email body:
Error: Cannot Display Page
You cannot complete this task because one of the following events caused a loss of page data.
The issue can be reproduced at will with the following steps:
1. Open an email notification
2. Confirm the above error is received in the email body
The issue has the following business impact:
Due to the issue, users cannot read or access the content of email notifications.
