Shipment View Doesn't Display Cost Type/Cost Description For Base Cost

Symptoms
When opening a shipment using View Option, the description for each Base Cost is not displayed.
It is expected to have the description displayed near the base cost while viewing the shipment
The issue can be reproduced at will with the following steps:
1. Go to any shipment
2. Click on Edit shipment
3. Go to Financials Tab
4. Notice that the description TEST (which was added as part of the rate record creation / rate cost tab) is there.
5. Close this screen
6. Search the shipment again
7. Click on View shipment
8. Notice that the description is not there anymore.
