Symptoms
Problem Statement:
hrglobal fails loading pygbutable.ldt with the following error.
Uploading from the data file /xxx/apps/apps_st/appl/pay/12.0.0/patch/115/import/US/loc_gb/pygbutable.ldt
Altering database NLS_LANGUAGE environment to AMERICAN
Dumping from LCT/LDT files (/xxx/apps/apps_st/appl/pay/12.0.0/patch/115/import/pyusertable.lct(120.2.12010000.8), xxx/apps/apps_st/appl/pay/12.0.0/patch/115/import/US/loc_gb/pygbutable.ldt) to staging tables
Dumping LCT file /xxx/apps/apps_st/appl/pay/12.0.0/patch/115/import/pyusertable.lct(120.2.12010000.8) into FND_SEED_STAGE_CONFIG
Dumping LDT file /xxx/apps/apps_st/appl/pay/12.0.0/patch/115/import/US/loc_gb/pygbutable.ldt into FND_SEED_STAGE_ENTITY
Dumped the batch (PAY_USER_TABLES CTO_COURT_ORDER_DAILY GB , PAY_USER_COLUMNS SOE Balances GB ) into FND_SEED_STAGE_ENTITY

Steps to Reproduce:
The issue can be reproduced at will with the following steps:
- Apply patch:20627170 or any patch that contains pygbutable.ldt.
- Run DataInstall and hrglobal.drv.
- Worker job fails loading pygbutable.ldt.
