Error "You may not enter a payee for this entry" When Updating Element Entry

Symptoms
Problem Statement:
When updating element entry with p_personal_payment_method_id, following error HR_7795_ENTRY_NOT_3RD_PARTY occurs.
You may not enter a payee for this entry.
Only elements denoted as being for third party payments may have a payee on the entry.
Only elements denoted as being for third party payments may have a payee on the entry.
Steps to Reproduce:
The issue can be reproduced at will with the following steps:
- Run the API, Datapump, or WebADI that calls API(pay_element_entry_api.update_element_entry) to update the element entry.
