In iRecruitment RSS Feed, Error: ORA-01000 Maximum Open Cursors Exceeded (Doc ID 2105000.1)

Symptoms

External iRecruitment users have reported getting the following error in iRecruitment RSS Feed.

ORA-01000: maximum open cursors exceeded

Server log has the following lines:

oracle.apps.fnd.framework.OAException: No data found for region
(/oracle/apps/irc/candidateSelfService/webui/VisAplyRegPG).
at oracle.apps.fnd.framework.webui.JRAD2AKMapper.loadPage(JRAD2AKMapper.java:761)
at oracle.apps.fnd.framework.webui.OAPageBean.initializeCustomizationsMDS(OAPageBean.java:6866)

oracle.adf.mds.exception.MDSRuntimeException: Unable to find component with absolute reference =
/oracle/apps/irc/candidateSelfService/webui/VisRegisterStkRN, XML Path = {1}.

Please verify that the reference is valid and the definition of the component exists either on the File System or in the MDS Repository.
