Problem Statement:
When attempting to create global deployment proposal, following error occurs.
Error message where patch:20797605 is not applied.

Steps to Reproduce:
The issue can be reproduced at will with the following steps:
- Log in as HRMS Manager of the destination business group.
- Go to "Global Deployments" page.
(N) Global Deployments - Enter Destination Business Group and click "Go" button.
- Click "Create Proposal" button.
- Enter Effective Date, Source Business Group, employee information and click "Go" button.
- Select employee and click "Continue" button.
- Enter necessary information in "Create Proposal: Deployment Details" page and click "Next" button.
- Enter necessary information in "Create Proposal: Basic Assignment Details" page and click "Next" button.
- Enter necessary information in "Global Deployments: Create Proposal: Further Assignment Details" page and click "Next" button.
- Error occurs.
