New Participant Eligibility Profile not Working

After creating a new Participant Eligibility Profile with similar criteria as an existing profile, the employee meeting criteria for the new profile is not found eligible.

Expect the employee meeting the new profile criteria to be found eligible.

Existing Profile based on Bargaining Unit A marked REQUIRED attached to Program
New Profile based on Bargaining Unit B marked REQUIRED attached to Program

The issue can be reproduced at will with the following steps:
1. Go to responsibility US Super HRMS Manager.
2. Navigate to People > Benefits Service Center and query the employee in question,
3. Process a life event.
Employee is not found eligible as expected.
